Text: Resolved, that in the opinion of this House, the people of the United States know full well that the people of the Confederate States are, and have always been, willing to make peace with them on fair and honorable terms, based upon the independence of the Confederate States -- the only basis on which the latter will ever consent to a peace -- and that it is, therefore, now useless for the latter to make farther overtures of peace to the former.
